When I try to watch HD on-demand content, I occasionally have this issue...
If I want to watch the most recent episode of a show that is availabe, for example Z-Nation or How to Get Away with Murder, the HD version of the show encounters skips, jumps, and is basically not watchable. Choosing to watch the SD version On-Demand instead results in no issue.

I doubt it is hardware related but I have a new X1 DVR (PX013AMN - Pace Bluie). I had the same issue with the PX001 DVR as well. Signal levels are good (about 5dB/mV downstream and 38-39 SNR as shown on my cable modem which is on the same split as the DVR). X1 diagnostic screen shows similar levels but it is obviously different depending on the channel/frequency tuned in.
