Are zero loss splitters water resistant

After deciding not to cut the cord (due to mom's viewing habbits) I moved back to Comcast as bundling is always cheaper as they are the only internet provider in town. Long story short, my neighbor (who just lost his eviction case) flooded his bathroom (I guessing the toilet) and all the cable hardware in the basement (zero loss splitter and ground block with embedded MoCA trap) took a bath. The power supply for the zero loss splitter is fine. The tech that installed service was aware that there was a bathroom overhead and used weathertight fittings on the cable lines. I'm wondering if zero loss splitters are weather resistant or if I'm going to have issues. Also there is a line going into his unit which I assume is an illegal connection since there are two drops going to this duplex. I do have an extra zero loss splitter that I took out when I moved, i may buy a 500' box of RG 6 quad shield wire and the same compression fittings Comcast uses off of SolidSignal.com and rewire the whole house from the ground block onwards (may relocate the ground block without touching the Comcast side so it's not under the bathroom, just need some 10 ga wire to do so) and relocate the zero loss splitter to a hidden location in the basement to discourage future occupants of the downstairs unit from helping themselves to my cable. I also may make a tag telling comcast techs that there is a separate drop for the downstairs unit and not to hook anything from the first floor into mine as it will cause ingress (that should deter them).
