[Connection] Maybe being pirated, or maybe not

Situation: Are in a duplex, 2 separate lines running to building from street, but only 1 line continues after the demarc (ours). Instead of the other line continuing from it's demarc to the other duplex unit, it just ends. The other unit's cabling has been branched off of ours by *someone*. This messes up our service in various ways. (1) Low signal levels (2) Sometimes if a tv in the other unit is changed to a channel, one or more tvs in our unit will switch themselves to that channel also (3) Sometimes comcast gets confused about what plan we subscribe to. Trying to discuss this with the couple in the other unit doesn't get too far. One of them openly says they get Comcast tv service, but the other denies it - even though we know they get some kind of cable tv and Comcast has the local franchise. I see two possibilities- (1) They are legit Comcast customers and the tech who installed their unit made a stupid error. Or (2) They are pirating our cable. If I knew they were legit customers and that their line/demarc was actually working, I could switch them over to their rightful line and be done with all the problems, easier done than said. But if they aren't legit customers just pirating our cable, or if their line/demarc is broken, then me fixing things is likely to start a feud which ends badly for everyone. I could call for a service visit, but they charge a lot fo a truck roll, it's not fair we should have to pay for a situation which isn't our fault. I doubt the couple in the other unit would want to pay for the truck roll either, they can't even agree with each other whether they have Comcast at all. Any advice? What can I do? Is there any method by which Comcast would even tell me if they are legit and whether their line should work? I don't want to start a feud, and right now (Christmas) we can't afford a truck roll added to our bill.
